To be fair, North Korea explicitly holds Kim Il Sung as a near-deity and ascribes supernatural insight and power to him to the point of him still being the head of state decades after his death. And the USSR's vicious persecution of religious groups was motivated by a fanatical belief in Communism, not because they were atheist. The USSR touted a near-religious veneration for Lenin and for a time, Stalin because the basic mindset was the same.

Well, in Stalin's case, he made it a point to build a cult of personality around himself and Lenin; he was a ruthless pragmatist who sought to stay in power with as many means as possible so building what was naturally forming made sense to him. He also did similar things with what was known as "exception specimens of the Soviet Man" by talking up their exploits and the like.

A man will find ways to justify their actions against their fellow man, religion or not.

It may also be worth pointing out that the USSR was not an atheist state. It was secular, but in no part of Soviet law did they explicitly state disbelief in a supreme deity. There were a number of Soviet citizens that continued to practice Russian Orthodoxy. The only state ever to be officially atheist was communist Albania.

YES. Not all problems are caused by religion. A religion-free society would still have jerks, bigots, bullies, and criminals. (Unless one considers money a religion.)
