Which is partially due to the PS3 being a really weird system to develop for (6 core with no dedicated GPU) but mostly Bethesda incompetence.
No it has a Nvidia GPU, the big problem was that the memory was split into two pools of 256MB(XDR and GDDR3) instead of a unified 512MB like on the 360. The CPU and the GPU can't dip directly into each others memory pools so they had to juggle things around to make things fit making things more complex and eating up bandwidth.
