The five Russian military intelligence officers and one civilian, Stigal, allegedly conspired on behalf of the Main Intelligence Directorate of the General Staff of the Russian Federation (GRU) Unit 29155, and allegedly targeted and compromised computer systems, including Ukrainian government systems associated to critical infrastructure, using “WhisperGate” malware. The men are also allegedly responsible for targeting and compromising critical infrastructure in dozens of Western allied countries. They are charged for their alleged roles in a computer hacking conspiracy intended to deploy destructive malware and take other disruptive actions, for the strategic benefit of Russia, through unauthorized access to victims’ computers. Federal arrest warrants were issued for each of the men in the United States District Court, District of Maryland, Baltimore, Maryland, on August 7, 2024, after they were charged with Conspiracy to Commit Computer Intrusion and Damage and Wire Fraud Conspiracy.

Nehemiah Billie J'Len Garcia is wanted for his alleged involvement in the rape of an 8 year-old victim. On June 13, 2024, the victim was lured into the showers at the YMCA Hanby Outdoor Center located in Wilmington, Delaware. The victim was held against their will and raped by a male, later identified as Garcia. On June 26, 2024, the Justice of the Peace Court 11 In and For the State of Delaware, issued an arrest warrant for Garcia, after he was charged with two counts of Rape First Degree Caused Injury and two counts of Dangerous Crime Against a Minor Under 14 Criminal Sexual Conduct. A federal arrest warrant was issued for Garcia on July 29, 2024, in the United States District Court for the District of Delaware, Wilmington, Delaware, after he was charged with unlawful flight to avoid prosecution.

His date of birth used is May 20, 2003. He is much younger so he'll have a bigger digital footprint.
