The Phony War gave the Germans the time to regroup, rest, rearm and learned from experience in taking Poland. Had France and England acted during the invasion of Poland or the Phony War. At worst they would've locked Germany into a repeat of trench warfare but with more newer toys to make everything worst. The very kind of warfare the Germans would've lost in.
The "cowardice" label is rightfully applied to the English and French leadership
Not the English and French soldiers who fought as well as they could and many of them better then the opposing German soldiers.
Part of the cowardice meme no one wants to talk about is the real reason France surrendered. TL;DR the far right, centrists, and the communist far left factions of France has been in bitter political war for ages over control over France and when WW2 hit and France invaded, a coalition of far right and centrists ran France and made a deal to surrender, citing not wanting to repeat the carnage of WW1 and the notion that the far right was willing to bend the knee to Hitler (who was the lesser evil compared to communist Russia) to gain the necessary power to eliminate the far left and reshape French society. In a way it worked, but at the expense of securing the far left's control over France for generations and castrating France as a super power.
