The head just looks wrong, like in an uncanny valley way... low-res as it is, the face seems too small, and looks further away than it should be. I can't put my finger on it, but I'm still gonna call this one shooped.

FDA regularly liaisons with the DEA for controlled substances, of which anabolic steroids is usually considered as part of as per the Anabolic Steroids Control Act of 1990, which put them into Schedule 3.

yes, ATF Form 6 allows a private US citizen to import ammunition (and certain other articles like unregulated spare parts) from Canada without a broker (as in, you can import it directly to your door). Canada has a special relationship with the US in this regard, the UK and other Commonwealth countries have something similar.
