I've seen it mentioned, but are there actual halal rules anywhere? From what I've seen it's just "talk to staff and get permission."

OP's referring to the rules concerning Halal threads, which are threads on forum users with previous standing in the community. In order to prevent community infighting, the proper procedure is to get permission from staff before making a public thread on the subject. There's not really a set in stone ruleset on it since they're fairly rare compared to all other thread types.You mean like general forum rules? Most of it seems more or less common sense stuff, like don't message Null asking for feet pics.
And don't post images that are too big or a janny might get mad at you. Outside of stuff like that, when you're on certain sub forums there's rules that might appear on the very bottom of the page for that particular forum.

It's also some deliberate red tape that prevents hostility by 'troublemakers' towards the rest of the user base. A place like Kiwi Farms would be dead in the water overnight if it was the hateful doxing free-for-all that a lot of our enemies think we are. Granted, some of us are legitimate spergs that say stupid shit all the time and forget that we didn't strip the EXIF data from our uploaded photos before we said the stupid shit, sure. But in general the majority of us here don't live in constant fear that we'll piss off some uber doxer with way too much time on their hands that will dedicate resources toward fucking our shit up just for posting something they didn't like. From what I recall he made a thread on the user Meat Street or something like that (A BP regular) who asked him to dox someone she knew and he completely destroyed her for it and he also posted her booby pics too, I remember the subtitle of that thread saying "Not your personal army" The thread was short lived though and i'm pretty sure he was also banned shortly after too for it and she also had her account deleted too.A good recent example of that is @Angry Canadian, who made two unsanctioned halal threads within as many months shortly after he'd joined, which is (a big part of) why he's banned. Now to be honest, his threads were actually decent and the people he went after arguably had it coming. But that extra step of having to convince the jannies that the halal should go ahead is always a useful step, if only because it lets you get a second opinion from someone that's not involved (or as would probably have happened in AC's case, a stern "How about you fucking calm down and stop causing trouble newfag, you've literally only been here for 8 weeks").

There is a bit of gray area, someone who just shows up and immediately reveals themselves to be a cow like Zhan did doesn't qualify for any such protection. As for doxing new users for sharing too much, I'll admit that I did it to a new account once, generally a bit frowned upon but if what you find is kinda funny, then you aren't likely to have many complaints (The thread they posted was later merged into the art thread but they made it about 51 minutes before being doxed). You're right about the rest of that though. I'd initially been suspicious of the entire ordeal. Keep in mind that by the time this was all going down, @Angry Canadian had been here for only two months as one of the post-merge newfags, and had spent exactly a month and a half shitting up the Isabella Janke subforum with conspiracy theories, starting fights and other general low-effort faggotry. Sure, he did good with the @Unabashedhermaphrodite thread (also an unsanctioned halal by the way), which everyone found surprising because he'd well and truly earned a name for himself as a sperg by that point. So the idea that this 8-week-old newfag and known sperg had suddenly gotten enough clout to be getting PA requests from T&H Kiwis in his DMs is something I found a little hard to believe. I thought it was more likely that he made the entire thing up as a post hoc rationalization for why he was doxing a fellow Kiwi, so I reported the thread OP (and basically said exactly what I said here for the report reason).
