Announcing half life 3 at the gay ass game awards would be an insult.
Also the RAM part bubble is mainly due to uncertainty since Micron announced at the start of the year that they were ending memory part production in Q1 2026. How AI got wrapped up in this I'm not sure, since the HBM AI needs is a completely different thing than what you put on a SDRAM stick.
Expect prices to be back to normal by 2027.

RAM prices seem to have plateaued recently, looking at RAM similar to that what the Steam Machine may use, that is around $200 more expensive than earlier this year, not counting VRAM and SSD storage. So I would assume that the cost of the hardware is around $250 - 300 more expensive than it would have been earlier this year and I'm not sure this will significantly drop anytime soon, in fact it may just keep getting more expensive. I for one, who has no interest in the hardware (+95% of the potential buyers of HL3 probably aren't interested either), hope that Valve just pushes the game when it's ready independent of the hardware. I don't see a price below $800 for the Steam Machine as a realistic option anymore and that is pretty generous, assuming Valve has a sizable inventory already.
