How absent does a parent have to be to be considered an absent parent?

While most of us can agree that some parent that leaves their family or only visits once every three years after the divorce and looks more disheveled every time would be considered an absent parent, how much does a parent have to be absent to be considered an absent parent?
Would annual visits be considered absent? What about visits once every three months?
Would reason for absence matter? For example, if some parent can only visit their family once every year due to a crazy work schedule, would that be the same as a parent that can only visit their family once every year because they waste the rest of their year on autistic discord servers?
What about engagement? If a parent is technically "there all of time" but doesn't actually interact with the child at all, would they be considered absent to some extent?
And do mothers and fathers have different requirements for being absent?
 
Three unexcused parental absences is a parental demerit.
Four parental demerits is a parental in-home suspension.
Two parental in-home suspensions is a parental suspension.
Three parental suspensions is a parental expulsion.
Two parental expulsions is a revocation of parental rights, and they have to repeat the parenting year by having a new child with a new mother to knock up. Only then are they declared an "absent parent" by the law. And SOCIETY.
The previous abandoned child must be left in the middle of inner city Baltimore in the dead of night and left to find their own way home. They are only allowed a screwdriver and a single can of Campbell's chicken noodle soup to aid them in their journey. Only if they prove themselves strong and clever enough to escape from Baltimore and get back home is the abandoned child deemed worthy of life, and declared legally an adult no longer in need of either parent.
