Well at the very least you could always try to dope them up on something like sodium thiopental(AKA "truth serum") when you let them out of your goon cave. I honestly wouldn't expect a serial killer to really figure out how to make a perfectly compliant slave though as most serial killers aren't very smart and are far too impulsive. I figured the guy mentioned before probably got more enjoyment out of just ruining his victim's minds than actually making any progress towards his stated goal.
