Chris was a politician: he was the mayor of CwCVille and you can see his style of government is dictatorial using the Sonichus as his "peace keeping" force to keep the citizens in check and maintain his power.
CWCVille went to shit rapidly once Chris took the power from his father, with numerous revolts and call for democratic elections (billy mays, mary lee walsh, Allyson, and now Brendan Fraser), humans are considered second class citizens because the Sonichus have free housing, free food and free money, there are a lot of soup kitchens and homeless shelters.
Plus Chris doesn't care about economic production, so we can infer humans live majority in poverty and squalor, because of a lack of jobs and education. Not to mention the hyper inflation of CwCVille where he had to print his own coins value to cents of a dollar.

I think someone made a book about this. I remember something the one of the documentaries about Chris that someone paid Chris to read a book a book about it. I don't remember what you'd need to search on cwcki.
