If someone is a Canadian citizen but insists they aren't really Canadian, are they still a part of the Canadian question in need of solving?

What you say to them is "Oh, that's nice. Why don't you tell me more after you've gotten your shower?".

Although that's purely hypothetical. Why do we need to solve the Canadian question? It's not like you can do anything with their land because it's cold as hell and they've probably got gravy all over everything at this point. May as well leave the little guys up there so they can keep fantasizing about being American in peace.
