I’m currently reading Plato’s Republic and I don’t understand how they plan to create a single definition for justice?

How can justice be defined when it's just a seven-letter word with no meaning until someone gives it one? In theory, you could define it as anything, even something like “a sparkling rainbow unicorn.” To define justice, you have to make assumptions—such as believing it’s something good or deciding who it serves. So, how can anyone hope to create one clear, universal definition of justice?
