Closest thing would be a cat with the GNRH1 gene knocked out. This is the gene that encodes the Gonadotropin Releasing Hormone (GnRH,) and is responsible for secondary sex characteristics across a wide variety of mammalian species.
For the engineering to be effective though, you would need to engineer the gametes of the cat itself and grow it via surrogate pregnancy. This is going to be very expensive if you don't have access to a ton of equipment and consumables that most labs have.
 
Get two cats of opposite gender and you will have new kittens every year or two. Before you know it you'll be like the couple at the end of 101 Dalmatians except instead of Dalmatians its cats.
You can use the Fibonacci sequence to compute the highly realistic number of cats without genetic defects

But more seriously, OP, what you're talking about exists, even at the prices you named, but it's used for things like making bacteria survive in otherwise inhospitable conditions:
Don't use it on your cats or yourself
