Any earning would probably be taken as compensation for the surving victims or their families. So no.
You're probably right, a quick search on Google about that Nashville shooter says that a judge ruled that the manifesto's copyright belonged to the victim's families/loved ones.

So there are copyright restrictions, but the owners would be the affected ones.
