Is this the moon?

I took this pic while driving yesterday so sorry it’s crap quality. I saw it for about 20 minutes. I assume it’s the full moon, but the clouds and dark circle above it is something I haven’t seen before. Is it an optical illusion? Is it the ChiComms?
