I would say so because he looks like a muppet and is voiced by Frank Oz (who voices many of them.) It's also the reason Yoda's species' name has never been revealed; they're just muppets.

Muppets are sorta like Gundams
not every giant robot made by Sunrise is a Gundam
some are, some aren't and it's often a somewhat arbitrary
similarly not every human-powered character from Henson Creature Shop is a muppet, even if the difference seems arbitrary

I went looking for a parody of Rainbow Connection as sung by Yoda but it's just somebody doing a bad Frank Oz imitation and going RMMMRMM in between lines, it's not like
