"No Kid should ever be without a dog" Riiight, how much anyone wants to bet that none of those idiots knew anything about raising a puppy, or that they realized the dog's not meant for herding. Now they're giving a puppy to a kid whose parents likely took it knowing their "Sister"/"Sister-in-Law" wasn't taking proper care of it.
I'm also willing to bet this was one of Kevin's impulse buys and Penny knew Kevin would eventually get bored of the dog.
