Hm, that's a good thought: black people are stronger than dogs, but they aren't as good at taking directions or working together, and they're much lazier. Maybe a hybrid approach would work out best.

They're net importers of food, so as long as you get yurop on side you can starve them out as no one else can replace the combined agricultural output of NA and Europe such as to restore their balance of food imports. If you really want to play hardball, interdict the Pacific and Indian ocean trade to stop anything flowing from SA or Africa. All for the low price of crashing the consumer economy of the west, but we need to be buying less stuff anyway and bringing production back home anyway. Oh, and probably a hundred million of so dead from hunger and the ensuing civil war in china

Use glowies to instigate a war with the pajeets. They can both drown each other in human waves and help control the populations. Everyone wins.
As easy as it would be to destroy the three gorges dam, it would the greatest atrocity ever committed and would have lasting geopolitical impacts. Ruskies and Best Koreans would be a lot more nuke happy, whatever's left of China would let loose Bat Aids 2.0, and the Jews would have more things to guilt white people about.
