Nether are funny but Chris Chan is more retarded than Lowtax so I would personally say Chris Chan because Lowtax has less excuses.

Chris's life up until recently has been one huge joke. Besides, Family Guy made random humor and references popular with the public collective. While Lowtax is just a sad, pathetic excuse of a man who only got popular because Something Awful's userbase drove his site to the mainstream internet populous. And whether or not that's a good thing depends on your view on SA in general.

That and Chris has an excuse for his mindset- he's got a stunted mentality not helped by his upbringing. Lowtax, unless it comes out by someone that he's also got the 'Tism, has no such excuse. Ergo, Chris would have much more success than Lowtax.
