Bug Report Manual highlight feature seems broken

I've noticed that there was a highlight option next to the share option, so I decided to use it on someone's post.

It doesn't seem to work for me. I don't know if it's the site's fault or if it's because I don't meet the requirements or something along those lines, but it keeps leading to an error screen every time I try to use it.

I actually have no idea why that button is suddenly showing up. It's not ready.
