The SVT40 is a fun rifle to shoot, and it certainly turns heads at the range, but I would not recommend it for hunting. It's nearly 50 inches long, which is pretty unwieldy if you have to deal with any trees or brush. Compare that to the Winchester 30-30 or a Remington 700 which are both about 40 inches. There's also no way to mount an optic on them, without spending an additional grand or more on one of the very rare scope mounts from the early 40s.

7.62x54r ammo is also difficult to locate these days, and hunting rounds even more so. My SVT runs very reliably with no stoppages in the four or five hundred rounds after I adjusted the gas, but that's a sample size of 1 rifle, so I can't speak to the reliability of all of them.

If you really want a semi-auto rifle with a full power cartridge for hunting, I'd recommend getting an M1A, or a AR-10 style rifle (if your state allows it for hunting)

The reason I can't just get a Mosin Nagant for it is because every single affordable Mosin Nagant has a bore so pitted and neglected it looks like a sewage pipe, and if I went to overspend on one of the Finnish or other foreign variants that tend to be in slightly better condition- if I get a gunsmith to bubba the thing and install a scopemount the recoil from 7.62x54r is so big it literally knocks the screws loose and kicks off the entire scopemount no matter how much lock-tite I use. So my only option mosin-wise is to overspend on a Finnish or other variant AND get one that's one of these extremely rare sniper variants with the WW2-era scopemount already installed... which is completely outside of my admittedly shoestring budget.

My only other option for 7.62x54r seems to be stuff like the SVD Dragunov and it's variants but I'm personally extremely skeptical of just using the AKM platform/design and stretching it out to shoot a completely different kind of ammunition (same goes with the Saiga and why I don't own one). What else am I going to use? Russian-Contract Winchester Model 1895?

I think your options for 7.62x54r are going to be pretty limited without spending a significant amount on having a Mosin refurbished and re-barreled. If you just don't like NATO ammo, have you considered something like a Mauser? It's not using NATO ammo, and the Turkish models can be found at reasonable prices, and are usually in better shape than the Mosins I've seen.

Pro-tip: These rifles run best when they're absolutely soaked. They do not want to cycle while dry.
740 needs a grease or you risk bolt overrun, 742 is product improved and needs to be oiled before a hunt, 7400 can be oiled like any normal rifle and isn't especially sensitive to "needing to run wet", as it's pretty much a complete redesign. pro-shot gold works excellent for these rifles and remoil is cheap and easy enough to use before and during a hunt to wipe on to not worry too much about it. people say the AR-15 needs to "run wet" as well, which isn't true either. often when something needs to "run wet" to function it's because someone is using an inappropriate lubricant that's too thin for the environment to stay where it needs to stay.

also if someone wants to insist on a military rifle using non-NATO ammunition for whatever autism satisfaction, you can easily rebarrel mausers (cheap Yugo 8mm M48 for example) and enfields (No 4 iirc was the easiest to work on, i've done one some years ago for a customer) quite cheaply in a wide variety of calibers including 7.62x54mmR if you really wanted to. a Mannlicher M1895 can work with 7.62x54mmR with a barrel liner soldered in if you like, although a re-barrel is preferred.

a barrel and action wrench is a few hundred dollars. that being said the price of 7.62x54mmR isn't exactly what it used to be.
 
The only real advantage I can see to a 7.62x54r would be if you somehow managed to find a good supply of sealed rounds for cheap, but that's for the most part a thing of the past unless you find a can of it at an estate sale or some shit. @DuckofDoom made a good suggestion, Mausers are pretty cool, and despite being Turkish, the Turkish Mausers have a good reputation. Shit, I've had fun blasting with a K-31 too, that's a fun one if you can manage to get your hands on one, but the ammo is made in batches by PPU if I'm not wrong. But yeah I'd second getting some sort of Mauser if you're deadset against NATO ammo. If you really really wanted a 7.62x54r blaster you could rebarrel a Mauser like @Club Sandwich suggested but that's not gonna have much of a payoff for you I'm guessing.

one thing i'll say about the 740/742/7400 - they're dirty dirty rifles if you aren't cleaning the gas system (check ball, the port itself, the gas block, et c). it'll rust up like crazy very easily. i used a 742 Woodsmaster in .243 Win for some years and it performed pretty well without any special need for lubrication beyond grease on the action rails and keeping it cleaned and oiled like any other rifle. it was sensitive to bullet weight though, and if you weren't on top of cleaning it would rust up very easily. not made easier since you could only clean from the muzzle and it was harder that you would expect to clean the interior.

Do you think it's plausible to do this on a Vz. 24? Mannlicher in 7.62x54mmR would be my 2nd option.

It would be cheaper and actually work if you just buy a Mosin with a good barrel. Mauser magazines won't work with 762x54. Not only does the rim make it impossible, but Mausers use controlled feeding while mosins use push feed. Just look for a mosin if you really want to hunt with 762x54r for whatever God forsaken reason.
 
If I wanted a battle rifle in .308 I'd just pony up for a FN-FAL and play "Rhodesians Never Die" on stereo as I was placing the order on Gunbroker. If you're referring to the Garand- I hate those things and never has there ever been a more overrated rifle in the history of warfare. Yes, it was the rifle American GIs used in WW2 but American homes during WW2 also tended to have lead paint and asbestos.

No detachable magazine, meaning reloading is far more slower and runs the giant risk of permanently mangling your thumb due to incompetent Canadian engineering, and best of all if you were actually carrying it in a combat situation like it was originally designed for it lets out an extremely loud "PING" noise indicating to the enemy you're completely out of ammo so they know it's safe to get out of cover and gun you down.
