I think I might've ran into him while playing a strike in Destiny 2 PC, same username and he was playing a (possibly) female warlock. Not completely sure if it was him but I'll look into it. Couldn't get any screens though.

Edit: found what possibly could be his destiny 2 forum profile.

If its legal in jurisdiction of the streamer to smoke weed then its fine with twitch. That said even if its not fine twitch has a very hands off policy for the people that bring in big views, because they get a cut (twitch gets 2.50 from every 5 dollar sub and they have their own reddit gold with bits). Do not forget Destiny, Shadman, and other special special people have twitch accounts and stream there. As long as the views and money come into twitch and they do not do anything big to draw pressure to twitch, they are fine with it.

That'd be a great excuse if Narcissa dragged in anywhere near the numbers Cosmo did. It's a pass for him because of who he used to be and the fact that he's a troon. Twitch is loathe to ban someone that would have brainless harpies shrieking transphobia for enforcing actual rules.

Narcissa lacks any modesty it's insane. Saying that OoT runners are just trailblazers of Cosmo after the category he "made famous after taking it from ZFG" is just stupid when the WR is like long since past where he got it.
Cosmo acts like a legacy is equal to current achievement when really said legacy only makes him look worse now. He's honestly such a pain to listen to, how the hell do people watch these five hour streams with 70% white noise and 30% talking shit.

I'm pretty sure that at least around a dozen different people must have held the OoT WR at some point in time, if not double that. That's how speedrunning goes most of the time, right? It's not like the first 3D Zelda game is a niche title or obscure little gem either.

Does Cosmo offer any explanation why he's the most relevant one besides me so good?

Nothing substantial, literally just "hey look at me, I'm a god." He goes on to say how he apparently made that category back in like 2012. He did boast about how he coded the first OoT bingo randomiser with a magic square algorithm but I think that was more him falling back on something to make himself look good after a big claim like that.

This shit right here is why Cosmo is a cow. Above everything else. Above the fucked up no effort degenerate tranny shit, above being a speed runner. The unquestioned ego that takes no advice or criticism. This is what makes a cow a cow. Being asspatted for being a transfaggot only enabled it and makes it grow even more. He is hitting DSP tiers of "I WAS THE NUMBER ONE AT SF II TURBO (for an American over a decade ago) !!!".

This is most likely why he does such obtuse runs no one cares about, if he had to actually put his hat in the actual ring again he would get curbed stomped.

Also gotta love the dig at ZFG. ZFG has 2k views on average and does well. Why? Because he is a chill dude that puts out good streams (makes for good white noise IMO, call me a shill all you want its is true). He doesn't self pity about how horrific it is to be a half assed tranny ever other sentence.

hes Currently streaming VR chat, taking a break from BoTW? with someone spamming "nigger" but we all know it dont matter, literally nothing knocking narcissa off air for good, i think for suicidal reasons, this really is all narcissa has, i think there are twitch staff that are definitely watching closely though.

I'm honestly surprised Cosmo hasn't committed suicide, in any clip i've ever seen of him, he seems awkward, uncomfortable and just depressed.
Does he do fan meetups or conventions and act like this? He can't be that socially shy because he did major speedrunning events.
