Niggerization of Portugal/Lisbon?

Anyone else been to Lisbon (Portugal) and found it to be underwhelming as far as development? I am decently well travelled throughout western and central Europe (Netherlands/Belgium and London extensively), Paris, Berlin, Prague, etc., and Lisbon is the closest to approaching genuinely third-world conditions. It was not dissimilar to what I experienced on spring break in Cancun, as far as the evident poverty (relative to upper-middle major US city standards) of the population.

Of course, none of the appliances in our apartment worked and the staff didn't bother to fix any of the obvious problems with our flat. The streets are overwhelmed by Nepalis and single Pakistani and other Muslim men, just hanging around. Also, the streets are filled with low quality tourist shops operated by Pakistani/Bengali Muslims and low-quality Nepali/Indian restaurants. The Metro and Suburban trains are pleasant and convenient, especially when compared to NYC-standards, but my travelling companion and I both noticed a large influx of Africans that boarded the train between the city center and one of Lisbon's touristic suburbs. There were an incredible number of Africans on the public transport, although whites (dressed rather unfashionably and generally lacking in vitality) were also plentiful, so this doesn't seem to be a class thing insofar as everyone is poor.

Anyway, thoughts on the Portuguese/Lusophonic menace?
