I suppose he means that a just society is one where each individual is capable of contributing to society, and thereby the state, while also fulfilling their own purpose in accordance with their soul. Despite how much things have advanced since then, it seems like it's been more difficult for some to attain nowadays than it has ever been before.
 
I like the Greek word “arētē”. In a TLDR version, Arētē is what people mean when they say “based”.

In some contexts, arete is explicitly linked with human knowledge, where the expressions "virtue is knowledge” and "arete is knowledge" are used interchangeably. In this sense, the highest human potential is knowledge, and all other human abilities derive from this central capacity. If arete is knowledge, the highest human knowledge is knowledge about knowledge itself. In this light, the theoretical study of human knowledge, which called "contemplation", is the highest human ability and happiness

No need to go into too much detail or look for deeper levels. An unquestioned hierarchy.Plato’s aristocratic background and privileges led him to develop a view of justice like this. I think it is too old-fashioned and romantic.

I have only read through the Republic casually but in book 1 he conceptualizes justice in contrast to thrasymachus and mentions how, for example, a ship captain will rule for the good of the ship instead of simply for the benefit of himself because ultimately his duty and position is defined by doing what is best for the ship. What is best for the ship is also best for the ship captain. So if you broaden this out it would apply to statesmen too lest he face repercussions for being a tyrant. So perhaps he means the state is harmonious with "the good". I believe Plato felt that the soul was the driving force behind human behavior and that your souls "reason" and "spirit" should subjugate your bodily appetites.
