please explain the "Global Chimp Shortage" to me?

I keep seeing in the new's that there is a global chimp shortage. Why are there so few chimps?

The creation of chimps involves very high tech that requires billions and billions invested in ultra clean facilities and expensive machinery that need to be on the bleeding edge of technology.

We're running out of chimps because the bleeding edge part is catching up to many companies. We used to have new ways of creating smaller and smaller chimps every year, but a few years ago, it became harder and harder to create smaller chimps that still work.

A shortage you say? Got lots of em here. Unfortunately, they're of poor quality, make a lot of noise, and don't work much.
