Racial Differences versus Genetic Quality differences: Is there a difference between the two?

Race is correlated to general intelligence, but general intelligence is a genetic quality difference imo and not a racial difference (unique traits not shared between collection of populations). You can increase the general intelligence of any population with selective breeding. And you would not say that there's a racial difference between a 90 IQ Greek and a 140 IQ Greek. I'm pretty sure that Europeans have fatter tails than east asians in their IQ bell curve (so Europeans will produce more elite geniuses).

We know that there's different taxa below species for Homo Sapiens: West Eurasians, East Eurasians, Black Africans and combinations of those 3. And we can use Fst analysis to measure how genetically different populations are. Be careful as populations that went through bottlenecks like Finns or Ashkenazim will have inflated scores.

I don't think there's too much racial differences between Europeans and West Asians. Both are the same sub-species, but there's big differences in our genetic quality and frequency of traits in our populations.

We could take Israeli and Lebanese populations, and use selective breeding to make the future generations look very similar to an ideal North European facial appearance. But you could never do the same to the Japanese or Nigerians. So that's an obvious example of a racial difference.

But there's also the fact that convergent evolution is a thing. East Asians use different genes to create their light skin traits than Europeans. But despite different genes, they converged on the same trait. So that's a thing.
