I don't know if her family (remaining siblings) have contacted her, or like Cole, have decided to wash their hands of Barb. There are houses around 14 BLC, and I think a neighbor took care of the pets when Barb was in the hospital after the rape. Maybe they were in contact? I think Barb's sister Harriet still might contact them as they did lend their home to stay after the EPO before realizing what Chris has done. IIRC, they usually spoke with Barb once a week but never visited. I think Rocky stopped after the pastor kicked them out of the Church or retired.

I'm not too sure how it works but maybe if there is an agency that does welfare checks in Virginia or the hospital close to the house maybe.

But you're right, and it is definitely in Virginia's best interest to protect a prisoner like Chris who does have intellectual and social disabilities (even ignoring the nature of his alleged crime). I think the most Chris might end up experiencing is like random petty theft, that sort of shit.
