To play Devil's Advocate, the basic idea behind a surprise genital inspection would be that clearly it's become impossible to simply ask someone what they are. Funny enough, they've already taken the stance that genitals don't mean anything about identity. I mean shit, you're a transphobe if you ask, a transphobe if you assume, and a pervert /wrong if you try and discover it for yourself.

I always took this brand of intentional pearl-clutching as willful misinterpretation of regular sports physicals, specifically regarding pubescent boys since that is the detection window for testicular cancer/torsion.
