Various parts of CA also do voluntary gun buybacks, and the level of grift and noncompliance even in a voluntary system is incredible. They post their Ls on instagram and do press tours on local news channels claiming to have bought back "hundreds of dangerous weapons" and they're all either brand new pipe guns a guy made to profit off the buyback (under 10 dollars of hardware and an hour of work could get you over a hundred dollars by just barely meeting the legal definition of a firearm) or rusted hulks that are barely identifiable as a firearm.Its written by a euro who clearly has no idea how the United States works. I mean New York passed their SAFE act Assault Weapons Ban 10 years ago during the Obama years and the compliance rate for that was widely thought to be in the single/low double digits and was in a more liberal state when people trusted the government a bit more. Imagine the results of something similar done on a national level let alone what this guy is proposing.
