should null permanently disable registration?

No, we need new people showing up.
Otherwise, we'll become like any other bubble where the same people perpetuate the same ideas over and over and nobody is called out on anything.
Also, it's increasingly difficult to find websites where you can have a free and open discussion on any topic, let's not wall off another one.

Nah, give people that meet quotas (i.e member longer than 6 months, 100 messages or something) referrals, at times when shit breaks out like the Chris Chan incest story, would make it harder for people to stuff in new accounts nonstop but also keep a steady flow of newfags
I like the whole shutting down registration when there is a happening. I also like this idea to only let people who meet a certain criteria give out referrals, people who are invested in the site and positively contribute to it (not by being a lolcow). Then maybe for one month a year have some kind of free-for-all open registration, maybe in October in honor of Spooky Month and to troll the summer fags.

Nah, keep it open. For every one newbie who took the time to lurk, learn the site’s culture and turns out to be a good poster, there’s several dozen who show up that are complete retards, Chris Chan level autists, Reddit soyfags who want to LARP as edgelords, /pol/tards who think this site is Stormfront 2.0, the list goes on. They make for great entertainment and we even occasionally get a good member so there’s that.
