I'd unironically argue they should invest in a rail system. They have a lot of mineral wealth. If they have to transport it via truck or plane, they're not going to be getting all their bang for the buck.

What I would do if I was the taliban is I would enforce a hostage system with the warlords, force them to come to the capital every year, and also let them run their part of Afghanistan with no interference. I would also attempt to build up the infrastructure and encourage a national identity. It’s easier said than done, but that would be how I would attempt to do things if I were in their shoes.
