What comes close to Chavs for french is 'Beauf', pronounced 'Bowf' or Jacky.
Some of the "urban youth" also fit in that category but you usually won't have the same display of ass hanging off a sweatpant 2 sizes too small as they're People of Socio-Economic Factors with a side of allah akbhar, so it's haram.

The french speaking belgians have a specimen called 'baraki' (barak-e) that comes much closer to a chav in its behavior and appearance.
