What makes the "it's an impulse i can't control it" excuse bullshit in my eyes is the lack of personal accountability. There's no apologies afterwards, no attempts to stop acting on the impulses, no remorse, nothing. So it comes off less as "its an impulse" and more as "i see nothing wrong with threatening to kill people or telling them to kill themselves."
