Tom's kind of retarded, he's nearly 70 but has the wit and reason of an 8 year old who thinks the food pyramid consists of nothing but lead paint chips.
Plus he has COPD so he can't even catch dogs or children to molest them anymore, they're just too fast.
I think he also shits himself sometimes.

Does this not sound like a man who needs every advantage he can get?
Why not make every rating he gets a positive rating to display to him?

I can sort of see the point though: neg-rating the subjects account (assuming said subject has an account here and said account can be proven to be theirs) is about as pointless as beating up a retard.

Better to just make them persona non grata: capable of posting (because hey: fun is fun) but incapable of giving or receiving ratings, either negative or positive.
