Text to speech for TVs

This will sound odd, but is there a text to speech option for playing RPGs on a tv?
My wife has aphasia (difficulty understanding/reading/speaking) and could use a program that would read out text on TV when it is displayed.
I've experimented with tablets, but to make it work i have to change contrast all the time for it to be able to get what it was displaying.
 
Are you using a console or a computer? If it's a computer, you should be able to find some software to to it, if you're using a console, I'm not sure if what you're looking for exists. Some models of TV may have something like that built in though.

I guess in theory you could use a capture card to get the console footage to PC. Then use some program to turn those moving images to text, and finally have the PC tts that text. So what you need is a real time image to text -> text to speech program. I found a tutorial here:
bad news it that using that requires some programming knowledge

Mainly a console pessant, but my LG TV can do something like this with basic subtitles, but it's next to useless for TV programs because it already has dialog.

whats the fucking point in watching tv when you cant see, why not listen to radio like normal retards do

Anyway, this is the first time I’ve seen a post about text to speech TVs on here. I just wish for the technology to not deprogram itself making you say something that you did not say.
