Not really. When I play Skyrim with 3BFtweaks+Skyrim Durability System+Giving NPCs custom items and abilities with SPID it becomes an entirely different experience, and there is no other game quite like it. Quests are just the flavor for your next journey where you struggle to take down a low level bandit camp.
If you need a thousand mods to make the game somehow enjoyable and even then still can't fix core issues like the quests (which you need to downplay as flavour rather than a key aspect of an RPG) and abysmal level design, then it's time to admit the game you are playing has serious issues.

Obviously it does. Modders know this better than anyone. Regardless 15 years of having a dedicated mod community has turned Skyrim into one of the greatest sandbox games to ever exist. People who view modding Skyrim as just polishing a turd aren't looking at it from the right angle.

saying that modding overall is a way to fix the bad in a game just seems like a shitty cope defense to dunk on the game because it might ignore other stuff like adding content or even ports, just say you don't like the game and move on, no need to be a petulant woman about it, therefore looking like a massive faggot.

I wonder if you could have AI voice acting sounding natural if you got it to make vocalisations in a nonsense language like the Sims or Monster Hunter. You could hire voice actors to perform for important NPCs and have the unimportant ones just making random generated noise like a juiced up version of the wibbly-woobly speak from Banjo Kazooie. You could even have it generate the performances as it goes so you wouldn't even need to take up disk space, just have it make something that sounds like speech with the appropriate emotion for the appropriate length of each sentence. I think it'd be distracting at first but people would get used to it, and then you could get back to having Morrowind length textboxes and huge branching dialogues without any of the worries that come from voice acting.

The core of the game itself is rotten, being able to Ship of Theseus it with mods isn’t going to make Skyrim a great sandbox game. At most, it simultaneously makes those mods impressive and the modders retarded for not using a better foundation for their work.
Personally, I'd be interested in remaking Oblivion in Morrowind instead. I think the plot would have to be modified wildly of course, but exploring an interesting Cyrodiil sounds mixture better than the snoozefest that is the one we got.
Oblivion is broken at its core. Skyrim isn't. Skyrim, for all its warts, is not a foundationally broken game that completely falls apart because you leveled the wrong skills at the wrong time, or you did a quest when the remainder of your level divided by four was wrong, or you leveled up too much, etc.

OpenMW has a lot of potential. The only problem really is that the tools are still shit. I wish Morrowind at least had a version of xEdit.
To be fair Oblivion's mechanical flaws are very easy to fix, while I think Skyrim is fundementally a worse game in more ways than just the mechanics.
