Honestly with my TES autism, I find it hard to play any other race other than Dunmer in Morrowind and Nord in Skyrim. The story and lore just fit with those races. The Dragonborn and Nerevarine are so deeply rooted in culture of the respective race than it just feels out of place playing as something else. It would be like if King Arthur returned and he was Korean.

With Morrowind especially I think of it as a Lawrence of Arabia type of thing, even if you play as a dunmer you’re still specifically a foreigner to Morrowind who has to work to gain people’s respect, since to them a foreign dunmer is practically just as bad as any other outside race. My point being that I think the story could still make as much sense with a non-dunmer Nerevarine.
Yeah, the story works as a non-dunmer race for the reasons you mentioned, I just think it works better as a dunmer. It becomes a story of an Imperialised Dunmer going to his ancestreal homeland, reconnecting and becoming part of the culture that they have been divorced from. That and Nerevar being this ancient chimer hero who has returned to liberate the dunmer people from their ancient foe, cast off the shackles of false gods and serve as Morrowind's eternal protector. I think it works with any race but imo it works better as a dunmer because of how tightly linked the idea of the Nerevarine is to the dunmeri people, culture and history.
