But hey man, remember that time the Argonians and Dunmer just teamed up to fight off a bunch of Daedra in the Second Era? Just don’t think about it bro we needed three factions for gameplay purposes

I honestly think it has far less to do with making the alliances believable, and more with ESO actively sanitising the player factions to discourage role playing as the Altmer nazi party.
The Dunmer allying with the Argonians to resist a common foe makes way more sense than the Bretons and Redguard allying with the Orcs when all of their shared history up until this point boils down to, Orcs declare themselves a kingdom, the men took offense to this and slaughtered them.

The Dunmer do away with slavery, the nords no longer raid their neighbors, the kahjiit are no longer skooma sucking gypsies, the altmer try not to be racist, the orcs act uncharacteristically civilised, etc.
