Either he's hungover or just stupid. I remember the TV show Scrubs called IV bags as the miracle cure for hangovers, but they're also used as hydration gimmicks. IV bags are basically Gatorade (saline and water) they pump into your veins for quick hydration.
I've known doctors who hook up IV for being hungover and swear by it. Tim doesn't strike me as smart enough to consider this so he probably is doing some new age hippy midlife crisis shit. He's getting old and fears it.

While people will follow shit blindly without questioning it, the app Fetch being a great example, I think Tim's vision of the AI future has two major issues, the first being that it assumes humans can be consistent or reliable, and the second being if the fast food places and everything else is staffed by robots, why wouldn't the AI just use those robots instead?

A good portion of it is Tim and some other dude dunking on Ian and trying to build a Virtual clown GF for him, because they thought it would suit him. It was a good change of pace that made Tim more like human, oddly enough. It's odd how they paused after Ian said virtual hugs may help people, they really want that anti-AI narrative down pat.
