I don't know if this is a mistype or incorrect wording by Tim or you and I don't intend to watch the video to find out, but M.A.D. stands for Mutually Assured Destruction which was not used on Nagasaki and Hiroshima. That was a show of overwhelming force to crush the Japanese into submission.
You don't "Use" MAD on anyone. MAD is a state of being wherein both parties are too fucking scared to cross a perceived final line because of the risk of someone punching the planet's self destruct button.
MAD is essentially a state of Mutually bombing. Both sides stick to conventional warfare or else risk getting nuked. Tim's main point appears to be that no one would choose to nuke a city but Nagasaki and Hiroshima show that people were willing to drop bombs, and that was before long range missiles so they saw the immediate destruction twice. I did take Ian out of context. He's talking about how the USA has overreacted before by targeting specific groups (Jap internment camps) and how the West has become accustomed to censoring out bad people (Hitler) to create this sterilized hugbox. It's just the way he worded that segment was hilarious, like he's assmad that he can't play as glorious Mein Fuhrer in Civilization (we all know Ian likes to bake) and those filthy Japs got what they deserved.
