I'm pretty sure it's done with a program that uses layers and the like, and some of the images look like they use models which were drawn over for recurring scenes as they're crisp in some cases and very rough in others, such as the marching soldiers or the guy blocking the door before it's kicked down. Though with that in mind there's still a decent mount of unique drawing in the short period and the 60k$ figure is the total assumed cost where Tim is guessing what random people's time would be worth that are on his payroll. The real figure for the animation work was something like 20k-40k$ from what I remember him saying before he bumps it up to 60k$ with added guesses in unknown expenses.

I'll also add there were some redraws at some point, so it wasn't just one and done, as in one show he mentions that he wanted to change the stuffed animal the kid was holding in the first part to a wolf so that the propaganda posters in the second half could go with it as they said "Don't Trust The Wolf" or something.
I confess that I have not watched the video. I don't like the song. The disparity in quality sounds like a time/budget restraint or perhaps a bad work production pipeline. You would be surprised how bad workflow is for some indie production companies. Or it is more likely Tim is a PITA to work under and makes weird demands like "no! The stuff animal got be a wolf, man! The posters, dude, the posters! I need more digeridoos!"

Not just indie companies, as a whole most businesses in the USA are completely fucked in work flow regardless of their size. Just look how much of a pain Null had shipping out the silver coins once they hit the USA, and his experience isn't anything unique if you've ever had to deal with anything of that nature. The problem is basically the little princeling issue from China but worse as they don't think they're princes but rather pathetic hipsters.

I tried watching Tim's video about oil prices and it was amazing how much he got wrong. The USA has never been energy independent. We were on track to be, but that's it. At no point in time have we ever produced more oil than we consume. The USA consumes about 18m-20m barrels per day (bpd), produces about 10m-11m bpd (below all-time of high of May 2020 of 13m bpd), and exports about 6m-8m bpd of crude oil. Keystone XL would have brought in 890k bpd and would have already been built if Obama hadn't dicked around on it. As far as crude reserves goes, Biden's speaking weasel words. The USA doesn't have 60m barrels. Instead, the USA is trying to convince 30 nations to bring in 60m barrels total out of their reserves to cool down global pricing. It's a meaningless and stupid act if you actually understand the trade dynamics of it all.

"Proved reserves of U.S. crude oil and lease condensate declined 19%, from 47.2 billion barrels to 38.2 billion barrels at the end of 2020."
