This might be an immigrant thing, but I've known a lot of immigrant men who wanted an arranged marriage despite being very modern and all of them were from different cultures and countries. A lot of it has to do with them adopting some of the traditions of their parents, which aren't always in line with the views of women in the US, and some of it is also that it's hard to meet people these days with dating apps or bars being great places to get laid but not if you want kids which young men from outside the US usually want to the point I've known a few relationships that were ruined on the basis of the guy wanting kids but the girl not wanting them despite both being from other countries.
There's also just the reality that as Vivek said, an arranged marriage isn't going to be random people unless you're a political elite, usually your parents want you to prosper so they'll try to find someone that's both attractive and competent. I know my parents tried to set me up with women in our immigrant community, and it was never a matter of do this or else, rather it was much more of a these people have much better bonds to our ideals and it will be easier to get along than if you marry someone who has no relation to your culture or views. It never panned out, as the people were lacking, but I get the idea.
