If you're doing contract work you're supposed to make quarterly federal income tax payments already anyway. This is standard procedure Shit Wot You Have to Do to Work For Yourself™ that any contractor should already know about.

Granted, it's not a huge deal if you don't (at least federally) -- before I knew about it, I just paid at the end of the year like everyone else and the IRS fined me a whopping $4 for paying late, but that was it.

Still, this is basic stuff. Dunno why he's being broadsided by it. You've always been required (as a business) to make sure your employees are legal. I guess under Biden folks have been lazy knowing illegals (and under-the-table workers in general) wouldn't be investigated.
