It shifts onus to the business hiring the contractor to either see if the contractor is doing his own state taxes (registered in WV) or file a state tax report on their behalf.
That is what I thought, so par for the course of Tim being unwilling to put in the effort, when facing difficulties, & just fleeing, instead.
There has to be more to the story about the construction permit taking half a year to receive. He probably had to file paperwork in person and just didn't.
He was unwilling to even attempt to fill out paperwork to get an automatic weapon, because
it would take up too much of his time. I can imagine he either farmed out keeping up with the coffee shop documents to one of his skater scum, & they misfiled, missed a deadline to respond, etc.
Tim was away, for tonight's episode, due to an "

Unlike Tim, Phil allows conversations to happen, granting time for the panelists to explain their positions, joust with each other, & only interjecting to ask pertinent questions. When other people host (Seamus, Hannah, Phil), it really shows how poorly Tim handles his guests & format.

Brett comments that how you know he is talented, Phil says he is a short king, while Elad makes the joke only ugly people work at
Timcast, so you know its employees do not benefit from pretty privilege, & only merit:
