Honestly, I think that's pretty much what exactly happened

Occupy Wall Street was a decentralized and disorganized mess but it was organic and it not only popped up very quickly but became widespread very quickly. This spooked BlackRock, Goldman-Sachs, Vanguard, et cetera and so they quickly turned to the proto-woke college kids to destroy Occupy from within before it could actually properly organize.

In 2012, Obama passes the Smith-Mundt Modernization Act so this propaganda that more or less destroyed Occupy can be spread all across the country more effectively and on a larger scale. Then he gets re-elected and everything triples down.
