I don't think this has much to do with Putin's actions as President of Russia - he has plenty of supporters who would do the same were they in office. This feels to me more like one of two things: an analysis of Putin's psyche in order to predict his future courses of action or anti-Russian propaganda intended to make a laughingstock of a man who quite honestly shouldn't be trifled with.

These two options aren't mutually exclusive, though. I also don't intend to imply that Putin shouldn't be mocked - all fascists should.

The closest thing Russia had for a Mayor-for-Life was Yuri Luzhkov, who was the Mayor of Moscow from 1992 to 2010. He was notorious for using his influence and connections to cater for the business of his wife, Elena Baturina, who became extremely rich during his tenure (1.1 billion dollars). He was finally kicked out of the mayor's seat in 2010, when his higher-ups in the Russian government had got fed up with his administrative genius.
