What happens if a private individual declares war?

We live in a world of insane rich people. What if one wanted to set rockets off and nuke a country? Could an entirely mercenary army fight and win? Do you need to fight for a nation state or is it enough to fight for a soulless corporation and oligarch?

That would basically be like when the cartels went all out, the military was called, and they had a shooting standoff. I forgot what the event was/caused it.

But no, they'd get arrested and lose everything unless corruption.
