This is probably more "Dead Hand" in the CCCP sense than a "Dead Man" switch. A dead man switch causes something to shut off when the operator dies. With regard to the "Dead Hand" plan by the CCCP, if someone assassinated the top members of the CCCP politburo, the nuclear missiles would automatically launch. So even with a "dead hand" at the console, it would guarantee that the other side would have no hope of survival even if they weren't the ones that killed the owner of the hand that is now dead.
