He said roommate, so I'm assuming he can only afford a 10 gallon max, a full have has to be like 6 gallon so it's more logistics. But the more games you can fit the bigger the point, as long as you don't have out of water hams.

Go with sardines. The reason why I say this is because they are small and cheap, so you can buy a lot of them. This makes them harder to clean up, and they also smell terrible.

You're not taking the problem the right way.

If your roommate has an aquarium, he has animals that live in it. The best way to hurt your roommate is to serve them to him on a plancha. Maybe sushi, whatever you guys like best.

You could even make it a contest. Like the best fish chili contest.

Otherwise, I think putting any fish under his mattress should do the job. Most people don't notice, at first.
