What would the internet be like without chans culture?

It would probably resemble something like the old Usenet culture. Being cool and edgy on the internet would probably still be associated with Something Awful. Old Something Awful, anyway. Its debatable how different Tumblr would be since that was more heavily influenced by Livejournal.

I think Social Justice shit would actually have a smaller footprint in Current Year culture as well. 4chan's ability to spawn counter-cultural movements out of just about nowhere was legitimately terrifying to the Old Media and its bootlickers, while 4chan's use of racist memes provided an easy thing for media Jews to point to and say "See! People are still racist, secret Nazis are everywhere!" and gain wide attention for their irrelevant social causes that nobody cared about before the late 2000s. It would be a lot harder to do that without such an obvious hate sink.

Weeb shit might be less mainstream. While there were definitely other places you could go online to talk about anime, 4chan was the place where a lot of younger people tended to congregate since it was no strings attached.

Reddit would have absolutely no engaging content whatsoever as it would have nothing substantial to steal from. I predict it would have become irrelevant and been turned into a boring news aggregator like Digg eventually was. The world would undoubtedly be a better place in this circumstance.

I think Discord would still have happened right on schedule, though it might not be quite as infested with trannies and pedophiles. 4chan being subverted into a tranny hivemind and the tranny grooming cultists that resulted from it were really the precursor to Discord's degenerate and disgusting culture. 4chan's CP trading scene also undoubtedly migrated wholesale to Discord. I think due to Discord's format and popularity with kids it still would have become a shithole eventually, but Trannychan's influence on it really brings it down to the level its currently wallowing in today.

I don't think crypto would be as big as it is either. Crypto is an inevitable technology due to the fact that people needed a way to transfer money quietly and securely over the internet, but I think fewer people would be aware of it without all the annoying as fuck memes and cryptobro culture surrounding it. A lot of that stuff did come out of Reddit but, again, no 4chan=no Reddit either.
 
As much as chan culture is also associated with chaos and shitposting, I'll powerlevel a bit and say that raids were more than just trolling most of the time. Anonymous isn't heroic in any major degree, but I can proudly say Anon leveled plenty of shitty places online in its wake in its heyday.

So if you ask me, I'd say that internet despotism and power hungry faggotry would be much more pronounced without the Chans in that timeline, honestly.
